Background: Following the April 3, 2024 Hualien–Taitung earthquake, the organization utilized donated funds to support reconstruction efforts, including rebuilding fire stations, evacuation centers, and temporary housing in Hualien. It also provided subsidies for home repairs, household necessities, appliances, and scholarships for disadvantaged families. Recognizing the inevitability of natural disasters, the organization has partnered with the Hualien County Government to strengthen campus-based disaster preparedness education, enhance psychological resilience, and improve life-saving capabilities. Program Initiative: Since 2025, in collaboration with the Hualien County Government, a five-year “Comprehensive Disaster Prevention Education System” has been launched. Based on Taiwan’s Disaster Prevention and Protection Act and the Disaster Prevention Specialist certification system, age-appropriate teaching materials have been developed. Summer and winter camps aim to equip: Elementary graduates with the ability to understand disasters, make judgments, perform self-rescue, and seek help Junior high graduates with self-rescue and mutual aid capabilities Recruitment (3rd Cohort Youth Disaster Prevention Specialists): Following the successful completion of the 2nd cohort (serving 14 schools and training 91 members), the 3rd cohort is now open for recruitment. Participants will: Join a 7-day, 6-night professional training camp Obtain dual certifications: Ministry of the Interior “Disaster Prevention Specialist” and Red Cross “BLS (Basic Life Support)” Conduct hands-on service in elementary and junior high schools in Hualien Eligibility & Benefits: Open to students aged 18+ from universities nationwide and high school students in Hualien Apply in teams of 6–8 members Support provided includes training, accommodation, meals, transportation, insurance, and safety coverage Participants who complete training, obtain certifications, complete service, and attend reflection sessions will receive a NTD 5,000 scholarship Schools that send at least two teams or participate in two service terms may receive an AED device and teaching materials (valued at approx.
