Recruitment of Development Teams and Creative Talents for the Ministry of Digital Affairs' "2026 National Civic Technology Testbed Promotion Project – Civic Action Hub"
To promote civic engagement in public affairs and deepen public-private collaborative governance, the Ministry of Digital Affairs is launching the “2026 National Civic Tech Testbed Promotion Project.” Centered around the core spirit of the “Civic Action Hub”** and guided by the annual theme “Light up Public Innovation Through Action,”this initiative brings together local governments, civic tech communities, digital talent, and cross-domain partners to address public issue needs using digital technology.
This year’s project focuses on “Disaster Prevention Technology,”drawing directly from frontline local government operational needs to select four key challenges. We invite students and individuals with expertise in digital services, civic tech, IT engineering, design, or other fields to participate. Through ideation, digital tool development, and field verification, innovative concepts will be transformed into practical public service solutions. The four topics are: Nantou County Government:”Public Disaster Reporting & Visualization Platform” Keelung City Government:Disaster Prevention Cadre Training Registration Platform” Miaoli County Government:”Volunteer & Supply Management Tool” New Taipei City Government:”Real-Time Disaster Reporting Platform for Vulnerable Institutions”
The project operates on a collaborative model combining “Digital Transformation Consultants” (provided by the executive unit) and “Creative Force.” Participants of any academic or professional background can sign up individually or as teams. Members of any nationality may join, provided they hold valid proof of residency in Taiwan. Participants under 18 years of age must obtain written consent from a legal guardian.
Four development teams will be selected, with each receiving vouchers/prizes valued at NT$300,000** as a participation incentive. Selected teams will collaborate on practical applications and field verifications with partner local governments. All development outcomes will adhere to the “Standard for Public Code” to foster sharing and future scaling of public digital assets.
Registration:** Open from now until August 19, 2026 (Wednesday) at 12:00 PM (noon)online. Teams passing document review will be invited to pitch at the “Team Final Selection & County/City Collaboration Ceremony” on August 25, 2026 (Tuesday) at t.Hub (Neihu Innovation Incubator) for final evaluation.
